A BILL

To increase the wages of our brave men and woman who fight to protect us daily.

Section 1.Title and Findings

(A) This bill shall be known as the "Military Pay Act of 2004"

Whereas, the men and women of the United States Armed Forces put their lives on the line daily to defend the Constitution of the United States,

Whereas, the men and women of the United States Armed Forces are overworked and underpaid when considering their responsibility of and commitment to defending our liberties and rights as Americans,

Whereas, many of these men and women have to live on welfare to feed their families due to inadequate compensation for their service,

Whereas, the United States Military is loosing critical talent to the private sector due to higher wage earning in the private sector,

Whereas, we, the people of the United States, owe a huge debt to the men and women of the United States Armed Forces,

Be It Enacted by Congress Assembled That:

Section 2. Enlisted Active Duty Pay

(a) All members of the Armed Forces who are considered to be �active duty� by the Department of Defense shall receive a pay increase of ten percent (10%) for the fiscal year 2005 based on their pay in the fiscal year 2004.

(b.) All members of the United States Armed Forces who are considered active duty by the Department of Defense shall receive a pay increase of 5 percent (5%) for the fiscal year 2006 based on their pay in the fiscal year 2005.

� All members of the United States Armed Forces who are considered active duty by the Department of Defense shall receive a pay increase of two and one half percent (2.5%) for the fiscal year 2007 based on their pay in the fiscal year 2006.

Section 3. Active Duty Officer Pay

(a) All members of the United States Armed Forces who are considered officers by the Department of Defense shall receive a pay increase of seven and one half percent (7.5%) for the fiscal year 2005 based on their pay in the fiscal year 2004.

(b.) All members of the United States Armed Forces who are considered officers by the Department of Defense shall receive a pay increase of five percent (5%) for the fiscal year 2006 based on their pay in the fiscal year 2005.

� All members of the United States Armed Forces who are considered officers by the Department of Defense shall receive a pay increase of four percent (4%) for the fiscal year 2007 based on their pay in the fiscal year 2006.

Section 4. Military Reserve Pay

(a) All members of the United States Armed Forces who are considered to be part of military reserve units shall receive a pay increase of five percent (5%) for the fiscal year 2005 based on their pay in the fiscal year 2004.

(b.) All members of the United States Armed Forces who are considered to be part of the military reserve units shall receive a pay increase of two and one half percent (2.5%) for the fiscal year 2006 based on their pay in the fiscal year 2005.

� All members of the United States Armed Forces who are considered to be part of the military reserve units shall receive a pay increase of one and one fourth percent (1.25%) for the fiscal year 2007 based on their pay in the fiscal year 2006.

Section 5. Recruiting Efforts

One hundred million dollars ($100,000,000) shall be allocated to the Department of Defense to be used as the Department sees fit for the provision of recruitment incentives.

(a) The Department of Defense shall submit a report no later than one year after the enactment of Section 6 of this Act to explain how the money will be distributed among the five branches of the military.


Section 6. Definitions

(a) Armed Forces is a collective noun including the United States: Army, Navy, Air Force, Marines and Coast Guard.

Section 7. Enactment

The provisions under this Act shall be enacted at the beginning of the fiscal year 2005.

(a) If this bill is not passed before the first day of the fiscal year 2005, this bill will become retroactive for the period of days on which it was not in effect during the fiscal year 2005.
