Short: The Congress shall will continue to fund am Anti-Ballistic Missile Shield to protect the United States against an ICBM attack.

Committee: International Relations and Armed Services Committee


Where as N. Korea continues to develop Nuclear weapons which are a direct threat to the United States.

Where as China has nuclear weapons that are capable of reaching the west coast of the United States.

Where as Iran is developing its own nuclear weapons program.

Where as Pakistan has given away nuclear ballistic knowledge to several countries pursuing nuclear weapons.

Amendments:
1. The Congress will continue to fully fund all parts of the Anti-Ballistic Shield until the year 2012.

2. The Congress will set out the following guidelines for development of the Anti-Ballistic Missle Shield.
a. By 2005 the Pentagon will complete the first stages of the Anti-Ballistic Missile Shield, which will protect the United States from a small (about 10-15 missiles) unsophistacated (no counter measures, stealth equipment, etc.) Ballistic Missile attack.
b. By 2007 the Pentagon will complete the second stage of the Anti-Ballistic Missile Shield, which will protect the US against a Ballistic Missile attack of about 20-50 mildly sophisticated (basic counter measures, no stealth capability) missiles.
c. By 2010 the Pentagon will complete the third stage of the Anti Ballistic Missile Shield, which will protect the US a Ballistic Missile attack of about 50-100 sophisticated (advanced counter measures, multiple war heads, low-tech stealth) missiles.
d. By 2012 the Pentagon will complete the fourth stage of the Anti-Ballitistic Missile Shield, which will protect against a Ballistic Missile Attack of about 100-200 very sophisticated(very advanced counter measures, mutiple warheads with dummy warheads, B-1 bomber equivilent steath capability) missiles.
