(2) The definition contained in this order shall be enforced only in the District of Columbia.

Executive Order #7

By the authority vested in me as President by the Constitution and laws of the United States of America and in order to promote the security interests of the United States, it is hereby ordered as follows;

SECTION 1. FINDINGS.
(1) Religious teachers and others from overseas often enter the United States to preach ideas which are not supportive of our basic values or which are hostile to the policies of the United States.

(2) It is undesirable that individuals who preach messages supportive of terrorism against the Untied States or its allies are presently allowed entry into the United States.

SECTION 2. EXCLUSION OF CERTAIN INDIVIDUALS
(1) Pursuant to 6 U.S.C. � 236 the Secretary of State is hereby directed to order all US Embassies and Consulates worldwide to refuse to issue a visa for entry into the United States to any individual who it believes:

(a) Is entering the United States for the purpose of providing verbal support of or making expressions sympathetic towards terrorism. Or;

(B) Is entering the United States for the purpose of attempting to influence the policy of the United States by acts of protest. Or;

(2) Under the terms of this order, past involvement in such activities as are outlined above shall be considered sufficient grounds for refusal of a Visa.

(3) Under no circumstances should this order be used as a basis to refuse entry into the United States on the part of such individuals who are supportive of the policies of the United States.

SECTION 3. EFFECTIVE DATE.
(1) The Order shall take effect immediately.

SECTION 1. FINDINGS.
(1) The President hereby declares, pursuant to the terms of 50 U.S.C. � 21, that the attacks of September 11, 2001 constituted a �predatory incursion� against the territory of the United States conducted by members of a group known as �al-Qaeda�, which claims adherents fro virtually every nation upon the Earth.

(2) The President hereby finds that it is in the interests of the United States of America to direct the removal from the United States of certain enemy aliens who may pose a danger to the American people and the American way of life.

SECTION 2. REMOVAL OF ALIEN ENEMIES.
(1) Pursuant to 50 U.S.C. � 21 the President orders the immediate deportation of any individual who, not being a citizen of the United States, makes any public or documented private expression of support or sympathy for al-Qaeda�s actions, aims, or motivations.

SECTION 3. EFFECTIVE DATE.
(1) The Order shall take effect immediately.

Executive Order #9

By the authority vested in me as President by the Constitution and laws of the United States of America and in order to promote the security interests of the United States, it is hereby ordered as follows;

SECTION 1. FINDINGS.
(1) The United States Congress has passed and the President has signed the Intelligence Reform Act- II.
(2) The Intelligence Reform Act- II provides only vague directions on the future of the US Intelligence Community and therefore requires extensive further elaboration.

SECTION 2. EO #1.
(1) Executive Order #1 is hereby repealed.

SECTION 3. THE UNITED STATES INTELLIGENCE AGENCY

(1) Supreme authority over the United States intelligence community shall be vested in a single, unified, cabinet department, to be named the United States Intelligence Agency.

(2) The senior official of the United States Intelligence Agency (USIA) shall be styled as the �Director of United States Intelligence� and shall be appointed by the President and confirmed in office upon the advice and consent of the Senate.

(3) The permanent headquarters of the USIA shall be established in Washington, DC.

(4) No more than 25% of full-time USIA employees shall be permanently stationed in Washington, DC or the immediate surrounding communities at any time, but will instead be dispersed across the whole of the country.

(5) The President shall appoint a single Deputy Director of United States Intelligence as well as six Assistant Secretaries of Intelligence, to hold the following titles (and to be ranked in the following order):

(a) Assistant Director of United States Intelligence for Threat Assessment and Response.

(b) Assistant Director of United States Intelligence for the Central Intelligence Agency

(d) Assistant Director of United States Intelligence for the Office of Strategic Services

(e) Assistant Director of United States Intelligence for the Information Security Authority

(6) The Director of United States Intelligence shall be the principal advisor to the President on matters relating to intelligence.

(7) The Director of United States Intelligence shall have full budgetary authority over all segments of the United States Intelligence Community which are not under the control of the Department of Defense and the Director of Defense.

SECTION 4. NATIONAL THREAT ASSESSMENT AND RESPONSE OFFICE.

(1) The top deliberative intelligence body in the United States shall be the National Threat Assessment and Response Office. All members of the intelligence community shall report to this office.

(2) The senior professional official of the United States intelligence community shall be titled the Director of the National Threat Assessment and Response Office.

(3) Director-NTARO shall report directly to the Director of United States Intelligence and be designated as the principal advisor to the Director of United States Intelligence.

(4) Under Director-NTARO shall be two Assistant Directors for Threat Re-Assessment, each with a staff equal to 5% of the staff of the NTARO, with the assigned mission of examining and challenging any conclusions developed by the NTARO.

(5) Under rules of engagement to be set and altered by the President, the Director of the NTARO shall have the authority to independently order intelligence missions and covert operations.

SECTION 5. THE FOUR SERVICES

(1) Under the command of the Director of United States Intelligence shall be four main services, each with specific responsibilities;

(a) The Central Intelligence Agency, under the Director of Central Intelligence, shall be responsible for the gathering of all foreign intelligence, including signals intelligence and communications intercepts. It shall have full authority to conduct intelligence-gathering missions anywhere outside of the United States and within the United States, if it does so it �hot pursuit� of an individual or group. The CIA shall have no law enforcement powers and the power to use violence only in defense of its agents or of itself.

(b) The Homeland Security Service, under the Director of the Homeland Security Service, shall be responsible for the gathering of intelligence on activities by terrorists, enemy agents, or other enemies of the United States within the borders of the United States. It may not conduct operations outside of the national territory of the United States unless it does so in �hot pursuit� of an individual or group. The Homeland Security Service shall have full authority to arrest and detain suspects.

© The Office of Strategic Services, under the Director of Strategic Services, shall be responsible for conducting covert operations outside of the United States as well as any paramilitary operations undertaken by the government of the United States. Its strength shall be permanently fixed at no fewer than 10,000 field-trained operatives.

(d) The Information Security Authority, under the Director of Information Security, shall be responsible for protecting America�s information infrastructure from cyber-attack, attacking terrorist internet resources, and taking other measures necessary to the promotion of the American cause in the growing online world.

SECTION 6. COMMAND AND CONTROL

(1) There shall be a �Joint Intelligence Staff� consisting of the Director-NTARO, the Director of the CIA, the Director of the HSS, the Director of the OSS, and the Director of the ISA.

(2) The Joint Intelligence Staff shall be the supreme board of advisors to the Director of United States Intelligence.

(3) Director-NTARO shall also serve as the Chairman of the Joint Intelligence Staff.

(4) Orders from civilian leadership to the Intelligence Community shall be issued by the Director through the JIS.

(5) A number of �Intelligence Regions� shall be created, each corresponding with a command of within the United States Armed Forces. For example, Central Command�s area of responsibilities in the military field would, in the field of intelligence, be taken over by Intelligence Command- Central.

(6) Each Intelligence Region shall be under the overall command of a single professional officer, who shall be appointed by the Director and who shall have under their command intelligence asserts from all services.

SECTION 7. HOMELAND SECURITY

(1) For the present fiscal year the Director of United States Intelligence shall transfer that portion of the USIA budget which was originally appropriated to the Department of Homeland Security to the Secretary of Homeland Security, minus that portion used to fund the intelligence portions of the Department of Homeland Security which have been transferred to the United States Intelligence Agency.

SECTION 8. TECHNICAL CLARIFICATIONS

(1) The Director of the United States Intelligence shall have the authority to designate any individual suspected of terrorist activity as an �enemy combatant� and hold such an individual for the purpose of preventing an imminent attack upon the United States or its allies.

SECTION 9. IMPLEMENTATION

(1) Upon the publication of this order, the United States Intelligence Agency shall immediately come into existence, along with the office of the Director of United States Intelligence.

(2) The Director of United States Intelligence shall be the principal manager of the transition between the present structure and the new one outlined herein.

(3) The transition shall occur as is, at the discretion of the Director, considered to be practical but, in any case, shall be complete no later than January 1, 2007.

Declaration of a National Emergency as Related to the Situation in Sudan

Pursuant to the terms of 50 U.S.C. � 1621 I, Adam Teiichi Yoshida, hereby find that a national emergency has existed since the seizure of the United States Embassy in Khartoum on December 6th, 2004. That emergency is hereby formally declared and shall be in effect until terminated either by the President or by the Congress.

Executive Order #10

By the authority vested in me as President by the Constitution and laws of the United States of America and in order to promote the security interests of the United States, it is hereby ordered as follows;

SECTION 1. FINDINGS.
(1) By seizing the United States Embassy in Khartoum on December 6, 2004 the Government of the Republic of Sudan committed an act of war against the United States of America.

SECTION 2. EXPROPRIATIONS.
(1) In accordance with Title 50, Section 1702 of the United States Code all property:
(a) Controlled by the government of the Republic of Sudan;
(b) Controlled by an official or employee of the government of the Republic of Sudan or its armed forces;
© Controlled by an company owned, in whole or in part, by the government of the Republic of Sudan or an official or employee of the government of the Republic of Sudan or its armed forces;
Is hereby confiscated and transferred to the possession of the government of the United States.
(2) All property so confiscated shall be immediately sold at public auction and the funds so generated remitted to the Treasury of the United States.

SECTION 3. EFFECTIVE DATE.
(1) This order shall take effect immediately.

Executive Order #12

By the authority vested in me as President by the Constitution and laws of the United States of America and in order to promote the security interests of the United States, it is hereby ordered as follows;

SECTION 1. FINDINGS.
(1) In accordance with the desire of the people of the United States to preserve traditional morality and to perpetuate the memory of our heritage of liberty, it is necessary to display public reminders of our history.
(2) The United States of America is a country founded upon Judeo-Christian morality, as well as by the principles embodied in the Constitution of the United States and the Declaration of Independence.
(3) To serve these ends, it is prudent to order certain public displays.

SECTION 2. DISPLAY ORDERED.
(1) Per the orders of the President all public buildings in the United States are hereby ordered to place on prominent public display the following:

(a) A copy of the Constitution of the United States of America.
(b) A copy of the Declaration of Independence.

Executive Order #13

By the authority vested in me as President by the Constitution and laws of the United States of America and in order to promote the security interests of the United States, it is hereby ordered as follows;

SECTION 1. FINDINGS.
(1) Federal Laws and the Federal Judiciary are increasingly out of control, allowing hardened and evil criminals great degrees of freedom, while persecuting other citizens for trifling and often silly offenses.
(2) It is in the interest of American freedom to ensure that no citizen is deprived of their freedom for some small regulatory offense. We desire to punish the guilty and protect the innocent, not to transform the innocent into the guilty by technicality.

SECTION 2. OFFICE OF JUDICIAL REVIEW
(1) There is to be established a special office to receive pardon applications from those Americans who have been charged with or convicted of Federal criminal offenses of a non-violent nature.
(2) The Office of Judicial Review shall receive all pardon applications from non-violent offenders and recommend to the President those who:
(a) Have committed crimes purely of a technical or regulatory nature.
(b) Have, in the commission of their alleged crimes, harmed no identifiable individual.
© Have committed no crime involving theft or any similar act.
(d) Have no previous criminal record.

SECTION 3. EFFECTIVE DATE.
(1) This order is effective immediately.

Executive Order #14

By the authority vested in me as President by the Constitution and laws of the United States of America and in order to promote equal opportunity in higher education for Americans of all income levels, it is hereby ordered as follows;

SECTION 1. FINDINGS.
(1) On February 15th of this year, the Congress passed and the President signed into law The Federal Higher Education Degree Act, providing for Federally-awarded "Higher Education Degrees" or HED's, to be offered in the form of a Bachelor of General Studies degree.
(2) Individuals granted an HED will hold educational qualifications equal to those granted by most other American universities.

SECTION 2. TREATMENT OF HED-HOLDERS BY THE FEDERAL GOVERNMENT
(1) In considering hiring and promotion policies, all branches of the Federal Government, including the Armed Forces, shall treat a Federally-issued HED Bachelor of General Studies as equivalent to an identical degree issued by a college or university in the United States or overseas.

SECTION 3. EFFECTIVE DATE.
(1) This order is effective as of the implementation of the HED program on June 1, 2007.

Executive Order #15

By the authority vested in me as President by the Constitution and laws of the United States of America and in order to promote the security interests of the United States, it is hereby ordered as follows;

SECTION 1. FINDINGS.
(1) It is vital to determine how to raise additional Federal Revenues in order to reduce the national debt of the United States.
(2) The Federal Government presently owns many assets which might be better managed by the private sector.

SECTION 2. PRESIDENT�S COMMITTEE ON FEDERAL ASSETS.
(1) A Commission, to consist of fifteen members appointed by the President, is hereby established for the purpose of examining which assets owned by the Federal Government might be better managed by the private sector.
(2) The Committee is to produce a list of such assets, along with a range of possible prices, no later than July 1, 2005.

Executive Order #16

By the authority vested in me as President by the Constitution and laws of the United States of America and in order to promote economic freedom in the United States, it is hereby ordered as follows;

SECTION 1. FINDINGS.
(1) Regulatory Executive Orders often usurp the proper authorities of the Congress to make law, thus infringing upon the separation of the powers.
(2) The President has full and unconditional power to repeal any and all Executive Orders issued by previous Presidents.

Presidential Decision Directive: Plan B, North Korea

1. FINDINGS.
(1) The North Korean regime continues to pursue the acquisition of nuclear arms, despite all diplomatic efforts by the United States to date.
(2) It is fundamentally necessary to take further steps to prevent North Korea�s acquisition and export of nuclear weapons and technology as well as other the manufacture and export of other advanced weapons technology.
(3) In view of the failure of other diplomatic measures, some degree of coercive diplomacy is now necessary.

2. PROHBITING CERTAIN TRANSACTIONS.
(1) Pursuant the Declaration of a National Emergency made on April 18th, 2005 with regard to the Democratic People�s Republic of Korea and in accordance with the provisions of 50 U.S.C. � 1702, the following directives are hereby issued:
(a) Any and all financial transactions between any financial institution in the United States and any individual in the Democratic People�s Republic of Korea is hereby prohibited.
(b) The import of any article manufactured in the Democratic People�s Republic of Korea is hereby prohibited.
� The sale of anything of any value whatsoever to the government of the Democratic People�s Republic of Korea, any business within the Democratic People�s Republic of Korea, and any citizen of the Democratic People�s Republic of Korea is hereby prohibited
(2) Pursuant with subsection b of Section 1702, the President finds that any and all donations of food, clothing or medicine to the government of the Democratic People�s Republic of Korea, any business within the Democratic People�s Republic of Korea, and any citizen of the Democratic People�s Republic of Korea would serious impair his ability to deal with the emergency declared pursuant to Section 1701 of Title 50 and, therefore, such transactions are hereby prohibited.

3. UNITED STATES NAVAL BLOCKADE OF DPRK.
(1) The policy of the United States is to interdict, search, and detain any and all seaborne or air traffic seeking to enter the Democratic People�s Republic of Korea.
(2) The United States will use deadly force against any vessel or aircraft which resist inspection.
(3) The United States Navy is hereby authorized to seize and destroy any materials discovered which are determined to have been exported by the Democratic People�s Republic of Korea or to be destined to for the Democratic People�s Republic of Korea.

Executive Order #17

By the authority vested in me as President by the Constitution and laws of the United States of America and in order to promote the security interests of the United States, it is hereby ordered as follows;

SECTION 1. FINDINGS.
(1) US bases in Iraq are vital to the long-term security of the United States, and necessary to our interests in the region.
(2) The security interests of the United States require the development of various nuclear weapons.

SECTION 2. INTERIM BASING ARRANGEMENTS IN IRAQ.
(1) The United States shall make no effort to construct permanent bases in Iraq.
(2) All United States bases in Iraq shall be designated as Interim Bases and shall be operative only until such as time as the President, by further decree, certifies that:
(a) The Iraqi nation is secure from internal attack by terrorists.
(b) The vital security interests of the United States no longer require a base area in the central region of the Middle East.
© Peace on in the region has been achieved.
(3) Due to the designation of all United States bases in Iraq as interim bases, no construction or expenditure of funds shall cease as a result of any legislation or regulation forbidding the construction of �permanent� bases in Iraq.

SECTION 3. LOW-YIELD NUCLEAR DEVELOPMENT.
(1) No money expended by the United States shall be directed towards the development of a nuclear weapon with a yield of 5 Kilotons or less.
(2) Money may, as needed, be directed towards the development of a nuclear weapon with a yield of 5.000000000000000000000000000000000000000000000000000000001 Kilotons or more.

SECTION 4. EFFECTIVE DATE.
(1) This order shall take effect concurrently with the FY 2006 Budget.

Executive Order #18

By the authority vested in me as President by the Constitution and laws of the United States of America and in accordance with the provisions of Appropriations Bills passed by the Congress of the United States, it is hereby ordered as follows;

SECTION 1. FINDINGS.
(1) In the FY2006 Budget, the Congress appropriated a significant amount of money without, in most cases, specifying the exact disposition of said money.
(2) In the absence of formal direction from the Congress, the allocation of each appropriation within an appropriated field is the responsibility of the Executive Branch of the government.

SECTION 2. DISPERSING AUTHORITY.
(1) Section 1301 of Title 31 of the United States Code provides that money appropriated by the Congress shall, �be applied only to the objects for which the appropriations were made.� Therefore, no money dispersed under the provisions of this order shall be allocated to any purpose other than that provided for by the Congress.
(2) In compliance with Section 3321 of Title 31 of the United States Code all official payments shall be formally initiated by the Secretary of the Treasury, except where otherwise provided for by law.

SECTION 3. CONTINUING BUDGETARY AUTHORITY.
(1) All executive departments and other entities whose funding is provided for by the Budget of the United States are directed to enact internal budget plans based upon the funding allocated within the FY2006 Budget only.
(2) Where the FY2006 Budgetary authority does not provide sufficient funds to maintain baseline service levels, the executive authority of any entity is authorized to, as provided for by law, cut services and personnel as necessary with the following exceptions:
(a) The Social Security Administration is to operate on the assumption that all funding necessary to provide full benefits will be provided. If the Social Security Administration believes it will require additional funding it shall inform the President of this fact.
(b) The Department of Veteran�s Affairs is directed to maintain service levels and, should it believe it requires additional funding, to inform the President at the earliest possible opportunity.

SECTION 3. SPECIFIC DEFENSE SPENDING AUTHORIZED.
(1) The Department of Defense is hereby authorized to expend up to $10 Billion during this Fiscal Year for the purpose of ordering the construction of two additional nuclear-powered aircraft carriers along the same design as the USS George H.W. Bush (CVN-77).
(a) The Carriers shall, respectively, be designated as the USS Lyndon Baines Johnson (CVN-78) and USS Richard Milhous Nixon (CVN-79).
(2) The Department of Defense is hereby authorized to expend up to $6 Billion during this Fiscal Year for the purpose of ordering six additional units of the Virginia-class Nuclear-powered attack Submarine.
(3) The Department of Defense is hereby authorized to spend up to $2 Billion in order to modernize the Battleships Iowa and Wisconsin, presently held in the Naval Reserve, in order to make them ready for active service.
(4) The Secretary of Defense is hereby directed to immediately allocate and being dispensing the $5.5 Billion allocated by the Congress in the form of special bonuses to members of the Armed Forces.
(a) No individual bonus in the case of a re-enlistment shall exceed $200,000 or be less than $50,000 unless the Secretary of Defense shall issue a waiver finding it to be in the national interest to do so.
(b) No individual bonus in the case of an enlistment shall exceed $40,000 unless the Secretary of Defense shall issue a waiver finding it to be in the national interest to do so.
(5) In accordance with the $2.5 Billion appropriated for munitions acquisition:
(a) The Department of Defense is hereby authorized to spend up to $1.7 Billion to purchase a maximum of three thousand "Tactical Tomahawk" missiles.
(b) The Department of Defense is hereby authorized to spend up to $800 Million to purchase a maximum of forty thousand Joint Direct Attack Munitions.
(6) The Department of Defense is hereby authorized to spend up to $5 Billion on supplemental defense research in the following areas:
(a) Unmanned combat aerial vehicles.
(b) Non-lethal weapons systems.
© Space-based weapons systems.
(d) Defense-related bio-medical research.
(7) The Department of Defense is hereby authorized to spend up to $2.5 Billion on the conversion of US Army units from their present three brigade structure to a four-brigade structure.
(8) The Department of Defense is hereby authorized to spend up to $6 Billion on the acquisition of six additional Arleigh Burke-class guided missile Destroyers.
(9) The Department of Defense is hereby authorized to spend up to $1 Billion on the acquisition of top-quality individual body armor for individual soldiers and the reimbursement, upon being presented with an authentic receipt, of any armor purchased by a solider still currently in use or which was destroyed by enemy action.
(10) The Department of Defense is hereby authorized to allocate $5 Billion to the Department of the Army for the purpose of general procurement, with the primary focus to be upon the replacement of aged or obsolescent equipment whose replacement has been delayed by the onset of the Global War on Terrorism.
(11) The Department of Defense is hereby authorized to allocate $3 Billion to the Department of the Navy for the purpose of general procurement, with the primary focus to be upon the replacement of aged or obsolescent equipment whose replacement has been delayed by the onset of the Global War on Terrorism.
(12) The Department of Defense is hereby authorized to allocate $5 Billion to the Department of the Air Force for the purpose of general procurement, with the primary focus to be upon the replacement of aged or obsolescent equipment whose replacement has been delayed by the onset of the Global War on Terrorism.

SECTION 4. HOMELAND SECURITY SPENDING.
(1) The Secretary of Homeland Security is hereby authorized to spend up to $2 Billion on increased immigration security activities. Such activities are to include:
(a) The hiring of additional Immigration enforcement officers.
(b) Investigations of illegal immigrants within the United States.
© The expedited deportation of illegal immigrants within the United States.

SECTION 5. NASA SPENDING AUTHORIZED.
(1) The National Aeronautics and Space Administration is hereby authorized to expend up to $3 Billion on activities � including research, design, and construction � consistent with the launching of a manned expedition to the planet Mars no later than the year 2015.
(2) All expenditures shall be made on the basis that a manned mission to Mars shall be conducted via what is popularly known as the �Mars Direct� method.

SECTION 6. EDUCATION INITIATIVES.
(1) The Secretary of Education is hereby authorized to spend up to $3 Billion on post-secondary education grants to workers displaced as a result of international trade. Such grants, up to a maximum of $5000 per individual per year, shall be used to provide individual re-training at community colleges.

SECTION 7. AGRICULTURAL INITIATIVES.
(1) The Secretary of Agriculture is directed to set aside $500 Million to create an �Agricultural Security Fund.� Said fund is to offer grants directly to farmers who demonstrate that they are taking affirmative measures to guard their crops against infection by terrorists.

SECTION 8. TRANSPORTATION PROJECTS.
(1) The Secretary of Homeland Security is directed to work jointly with the Secretary of Transportation to defend America�s ground transportation infrastructure from enemy attack. Said work should include the development of plans for additional transportation security and the hiring and training of personnel to that end. The Department of Homeland Security is authorized to expend up to $1 Billion in these efforts.

SECTION 9. DRUG BENEFIT.
(1) The Secretary of the Treasury is directed to immediately dispense the December 1st, 2004 payment of the Medicare Prescription Drug Benefit.
(2) The Secretary of the Treasury is directed to provide immediate notice to eligible individuals of both the $500 payment for December 1, 2004 and the forthcoming payment for December 1st, 2005.

SECTION ?. EFFECTIVE DATE.
(1) This order shall take effect immediately.
