Be it resolved from Congress assembled.

The Crick DNA Memorial Resolution

Whereas, on Wednesday the 28th of July 2004, Francis Harry Compton Crick, died aged 88 years at a San Diego hospital after losing a battle with bowel cancer.

Whereas, Crick along with James Watson, unravelled the 3D model of DNA as a double helix structure.

Whereas, Crick and Watson won the 1962 Nobel Prize for their discovery.

Whereas, the discovery has allowed genetics and hereditary to progress to levels where the entire human genome is now known and clinical trials to eradicate genetic disease has begin.

Be it resolved,

That, the Congress of the United States of America remember the contribution made by Crick to science and humanity by making public announcements to that effect, and

That, Congress continue to support scientific endeavours in the field of genetic research that continue the tradition of ethical scientific development according to world opinion, and

That, Congress require the US Postal Service to commission a set of three stamps featuring the DNA double Helix, Francis Crick and James Watson as a Genetic Science Commemoration Issue.

Mr. Chair,

I object to the request for UC.

It is my understanding that the US Postal Service is an independent agency, no longer part of the Federal Government.

As of such, this

worries me. If we establish the precedent here of the Federal Government requiring independent agencies to do something, what will happen next?

I move that the quoted text be amended to say
