A BILL
To prohibit the use of Federal funds for certain amenities and personal comforts in the Federal prison system.


Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the `Federal No Frills Prisons Act of 2004'.

SEC. 2. PROHIBITION ON USE OF FEDERAL FUNDS FOR CERTAIN AMENITIES AND PERSONAL COMFORTS IN THE FEDERAL PRISON SYSTEM.

No Federal funds may be used to provide any of the following amenities or personal comforts in the Federal prison system:

(1) In-cell television viewing, except for prisoners who are segregated from the general prison population for their own safety.

(2) Viewing of any motion picture rated R, X, or NC-17, without regard to the medium through which the motion picture is presented.

(3) Instruction (whether live or through broadcasts), or training equipment, for boxing, wrestling, judo, karate, or any other martial art.

(4) Possession of any in-cell coffee pot, hot plate, or heating element.

(5) Use or possession of any electric or electronic musical instrument.

Mr. Chair:

I am puzzled why one of these things is on the list;

(2) Viewing of any motion picture rated R, X, or NC-17, without regard to the medium through which the motion picture is presented.

Who cares what they watch? How does that affect anything relating them to us?

Mr Chair

I oppose this meanspirited Bill. Incarceration is itself a very draconian punishment to strip prisoners of even more things would create a dangerous climate in our prisons system for other inmates and guards alike. It would make far more sense to give prisoners MORE amenities in order to cut the rate of violence

Mr. Chair,

I find it silly that we spend so much money on ensuring that our prisoners can watch cable television or use other luxuries. This money could not only be spent elsewhere, it could be spent on far more useful things.

This bill is certainly necessary and proper.

I strongly support this bill and urge my fellow congresspersons to support it.

Mr Chair

I find it cruel and unusual punishment to only allow inmates to have access to cable TV but no internet access which they can use to further their educations and reincorporate themselfs back into society. I also think prisoners should be taught yoga to deal with the stress of incarceration and have organized outtings to cultural events and experience the pleasures of fine dining with exotic foods prepared by world famous chefs on special occasions. One day these people will be released into society and we want them to be better and more worldly people then when they went in. Depriving prisoners creates career criminals who will have contempt for all that is good when they get out

Mr. Chairman,

This bill all seems to make a lot of sense up until the last item, regarding musical instruments.

Indeed, one might argue that this has some vocational value, or at the very least is good for the soul.

I stand opposed to spending money on things which are (and lets face it) decadent, or, in the case of martial arts training, counterproductive towards prison security, but I find it hard to believe that electric musical instruments fall into either category.

There is a motion to amend the bill.

Mr. Peruzza, one cannot move to "strike the rest of the Bill." If you want to do that, either get everyone to vote it down, or get a successful motion to table the bill indefinately. Those will have to wait for the moment, however, as we vote on the mition to amend.
