Future Defense Production Act

Mr. Garwood (R-MI) for himself and Mr. Heortman introduced the following bill, which was referred to the Committee on Armed Services.

A BILL to provide for the development of technologies and systems critical to the future defense of the United States of America.

SECTION 1. SHORT TITLE.
(1) This bill may be referenced as the "Future Defense Production Act"

SECTION 2. FINDINGS.
(1) United States military modernization is critical to victory in the War on Terrorism.
(2) Advanced military technology may be the key to victory in difficult battles.
(3) The support and defense of US forces will require new and innovative ideas in the 21st Century.

SECTION 3. UNMANNED COMBAT AERIAL VEHICLE PROGRAM
(1) The United States Department of Defense shall begin a process of competitive bidding to select a primary contractor who shall develop an unmanned combat aerial vehicle (UCAV) capable of meeting the following requirements:
(a) Be capable of carrying a load of eight thousand pounds over a distance of one thousand miles without aerial refuelling.
( Posess secure links incapable of being jammed or hijacked by unauthorized users using any known or projected technology
� Be suitable for launch and recovery from a Nimitz-class Aircraft Carrier.
(d) Possess low observable characteristics.
(e) Be capable of carrying missiles for air combat and engaging in and winning air-to-air battles.
(f) Be ready for initial operating capacity no later than January 1, 2009.
(2) $5 billion is appropriated for this purpose for FY 2005.

SECTION 4. SATELLITE DEFENSE PROGRAM
(1) The Department of Defense is directed to launch a bidding process to design measures to defense US military and civilian satellites against attack from both the ground and space.
(2) $1 billion is appropriated for FY 2005 for the purpose of developing point defense systems and other countermeasures designed to protect againt attack.
(3) $2 billion is appropriated for FY 2005 for the purpose of developing "Escort Satellites", which are to be space vehicles capable of:
(a) Destroying missiles launched from the Earth against American military and civilian satellites.
( Destroying enemy military and civilian satellites.
� Posess secure links incapable of being jammed or hijacked by unauthorized users using any known or projected technology

SECTION 5. E-BOMB DEVELOPMENT INITIATIVE
(1) $1 billion is appropriated for FY 2005 for the development and deployment of non-nuclear weapons, deployable from a cruise missile, which are capable of generating an electromagnetic pulse.

SECTION 6. ENACTMENT
(1) This bill shall take effect upon passage.
